Deliveries being forwarded by courier should be clearly addressed to:
Australian Deer Horn & Co Products Pty Ltd
and can be sent in the week before 19th November 2011

Consignments should include the following:
- sender's full name and address
- estimated total velvet weight
- NVAS number
- preferred payee details

ADH have a firm commitment from a buyer to purchase the pool at the New Zealand market price with a promise of full payment before the end of Decmeber. Early negotiations are that market prices are at about the same level as the final pool for 2010-11.

REDUCTION IN DEER LEVY CHARGES

Thank you for your letter of 16 May 2011 forwarding the Deer Industry Association of Australia's submission for permanent changes to deer levies and export charges. I regret the delay in responding.

The consultation process the association undertook in preparing its submission conforms to the Department of Agriculture, Fisheries and Forestry's Levy principles and guidelines. While the response rate was disappointing, I understand the association has worked hard to obtain the views of deer levy payers. I have therefore approved a reduction in the deer slaughter levy to 8 cents per kilogram by reducing the R&D component to 4 cents per kilogram. I have also approved a reduction in the deer velvet levy to 1 per cent of the sale value, the deer velvet export charge to 1 per cent of the declared value and the deer export chage to $5 per head, as proposed by the association. Changes to the levy and charge rates will take effect from 1 October 2011.

Levy payers have also endorsed reapportioning the deer slaughter levy to increase the National Residue Survey component to 6 cents and reduce the R&D component to 2 cents. As I advised in my letter of 14 February 2011, this requires and amendment to the National Residue Survey (Excise) Levy Act 1998, which can take some time. The department will advise you of progress.

To all Deer Velvet Farmers,

Australian Deer Horn & Co-Products Pty Ltd (ADH&CP) is a non-profit company owned by the DIAA with the stated aim of providing a collection, grading and marketing service for ALL velvet producers' not just DIAA members. The company was initially created to provide an outlet for farmers who were unable to sell all of their product at a fair price to road buyers and in recent years it has been a benchmark for the pricing of velvet.

As you have no doubt personally experienced, the cost of doing business has increased during the last few years and in the same period there has been a decrease in the quantity of velvet available.

The board has investigated various options to improve farmer's outcomes whilst reducing the company's cost. A business model has now been set in place that will return better pricing, more secure payment options and enhance the company's future.

An agreement has been reached with a major Chinese distributor, which will benefit all parties as they will have direct access to quality product and we will have a guaranteed buyer and payment system. This agreement will also ensure that the velvet selling is optimized.

This new business model will provide a secure return and hopefully an increase in the velvet herd, which will benefit the whole industry.

The Board firmly believe that ADH&CP is the best option for your velvet sales and hope that your will join us in this new venture.

Extra time to lodge for those affected by natural disaster

We will give all individuals and businesses, affected by natural disasters in Queensland, New South Wales, Victoria and Western Australia (including those affected by the recent bushfires in Western Australia) additional time for tax-related lodgments and some associated payments.

Those in the affected postcodes will automatically have the following deferrals applied to their lodgment due dates, if the lodgments have not yet been received:

  • 21 March 2011 for December 2010 and January 2011 monthly activity statements, including those businesses who have previously received an automatic natural disaster-related deferral for their December 2010 monthly activity statement, if they still reside within the affected postcodes
  • 28 March 2011 for 2010-11 quarter 2 activity statements (this does not apply to large pay as you go withholders)
  • 28 March 2011 for any other lodgments (including income tax returns) originally due on 28 February 2011.  

The associated payment dates for all lodgments listed above will also be deferred accordingly.

Lodgment of quarterly superannuation guarantee charge statements has also been automatically deferred from 28 February 2011 to 28 March 2011. Please note, we do not have the authority to defer the due date for payment. If employers have missed their payments they should contact us.

You do not need to apply for these deferrals and if later deferrals have already been granted, these still apply. The update to ATO systems will take some days to complete for each individual or business but it will occur before 21 March.

If you need further additional time to lodge and pay you will need to contact us. Similarly, if you or your clients face other lodgment or payment obligations in the coming weeks and you need additional time, phone us on 13 72 86 Fast Key Code 5 before any due dates.

If you have been affected by the natural disasters and receive any correspondence from us that you or your clients are not ready to deal with, contact us and we will make special arrangements for you.

Update on tax help for flood affected areas

Over the last week, we have sent broadcasts to registered agents in specific flood affected areas, notifying them of the help we are able to provide in this difficult time.

We have already implemented a range of support strategies to help people affected by the continuing floods, including the deferral of lodgment dates and the implementation of general interest charge (GIC) stoppers for businesses, taxpayers and registered agents.

Further assistance

We are now informing all registered agents that we are expanding the previously advised automatic deferral process.

If you or any of your clients reside in Queensland, the Tweed area of north-east New South Wales, or any of the other flood affected postcodes identified on our website, we will automatically defer the lodgment and payment date for December monthly activity statements originally due 21 January 2011 to 21 February 2011. You do not need to apply for a deferral, and if later deferrals have already been granted, these still apply.

This automatic deferral provides a later deferred due date than the agent self-assessed deferrals and takes their place for these obligations. If you need further additional time to lodge and pay you will need to contact us. Similarly, if you or your clients face other lodgment or payment obligations in the coming weeks and you need additional time, phone us on 13 72 86 Fast Key Code 5 before any due dates.

In the mean time, if you have been affected by the floods and receive any correspondence from us that you or your clients are not ready to deal with, contact us and we will make special arrangements for you.

  New Locust Hotline and Website Available through Department of Primary Industries

Monday Herald Sun (Victoria 04/10/2010):

"More than 700 reports of locust activity have been made since September 1, according to the Department of Primary Industries.
Most of the 775 reports have come from the Mallee, with the Wimmera and north-central Victoria also affected.
Farmers have been asked to stay vigilant in monitoring their land for locust activity to help the DPI co-ordinate the statewide response.
